The history of Hougang Elementary School can be traced back to the "Cigu Public School Hougang Branch" established on March 20, 1928 during the Japanese colonial period. At the beginning of the school's establishment, there was no school building available, so classes were temporarily held in private houses. In June of the same year a new classroom was built near the original Taitan Village Market.
On July 24, 1935, the first of many name changes occurred - to "Hougang Public School". About the same time, there was a proposal to move the school and by 1941, a new school was built at the current site, although the transition of students took six years.
Over the next two decades, name changes continued. On May 1, 1941, it was renamed "Hougang National School" due to the revision of Taiwan's Education Order. It was then renamed "Tainan County Cigu Township Second National School" on January 17, 1946, and on December 17 of the same year, "Tainan Hougang National School".
In July 1964, nutritious lunches were provided to school children, and that practice continues to this day. On August 1, 1968, due to the implementation of nine-year compulsory national education in Taiwan, the school was restructured into the "Hougang Elementary School". On August 1, 2001, Dingshan Elementary School was merged into Hougang Elementary School and became the school’s “ Dingshan Branch ”. In 2008, the Dingshan branch closed due to insufficient enrolments, and the students were transferred to the Hougang Elementary School main campus.
Hougang Elementary School has gained a reputation for their use of the creative arts - music, dance, drama, visual arts, and creative writing - as a tool for fostering innovation, critical thinking, and self-expression. This approach continues to this day, and in a rapidly changing world, creativity and innovation will provide greater opportunities for our students.
